Building a large, unified national market is an inherent requirement for building a new pattern of development, an important basis for gaining international competitiveness, a key to energizing the market economy, and an essential part of Chinese modernization. As an important part of the national unified market, the government procurement market is of the same importance. Of course, it also needs to comply with the basic requirements of the unified market, that is, to ensure that there is a unified basic system, unified market facilities, unified commodity elements, unified law enforcement and supervision in the field of government procurement.
Not long ago, the Ministry of Finance revised and issued the Classified Catalogue of Government Procurement Items (Treasury [2022] 31, hereinafter referred to as the Catalogue) in order to unify the market categories of government procurement commodity elements. The Catalogue re-standardized the basic classification standards for government procurement on the basis of the original catalogue, and was revised in accordance with the requirements for deepening the reform of the government procurement system and integrating budget management. The revision not only ensures that the “Fixed assets and other assets based classification and code” (GB/T14885) is unified into a set of coding system, but also further refines the classification of items, to ensure the effective connection with other government procurement systems and procurement practices.
It can be seen that the revised Catalogue makes the classification of government procurement items more scientific and reasonable, and better matches the procurement practice. The revision is carried out under the background of building a unified large market across the country, which is of great significance for further completing the basic work of the unified market of government procurement and perfecting the unified commodity elements of the market.
Admittedly, the classification of government procurement items is only the basic work of building a unified market for government procurement. There is still a lot of work to be done to integrate the government procurement market into the national unified market. This should not only do a good job in the coordination and cooperation of provincial and municipal government procurement development, take the initiative to remove unreasonable barriers between governments, but also strengthen the use of intelligent technology tools for unified law enforcement inspection of government procurement.
With the rapid development of the construction of the national unified large market, our government procurement market will also get better development, its scope will be more and more large, the boundary will be more and more clear, the operation will be more and more efficient.
